I would say skills rather than Manpower because manpower is typically considered as a resource constraint or a limitation that needs to be managed.

Disagree, I think in the OR we need to minimize the manpower because that's why we use time to study in the workplace, we gather the most skilled in work, and sadly non-skilled they more likely to get fired.
